Message the last oil crisis of the 70's. Which is why you had two separate M3 models in the 90's, one for europe, and the watered down version for the US. Remember the loss of VTC for 96 OBDII Z32's? It is WIDELY known that the US market has the toughest emissions standard of all and has been that way for a long time.
